Manuel Balce Ceneta/APAttorney General Eric Holder WASHINGTON -- An Internet connection and a bunch of stolen identities are all it takes for crooks to collect billions of dollars in bogus federal tax refunds. And the scam is proving too pervasive to stop. A government report in November said the IRS issued $4 billion in fraudulent tax refunds over the previous year to criminals who were using other people's personal information. Attorney General Eric Holder said this week that the "scale, scope and execution of these fraud schemes" has grown substantially and the Justice Department in the past year has charged 880 people. Who's involved? In a video message released ahead of the April 15 tax filing deadline, Holder said the scams "are carried out by a variety of actors, from greedy tax return preparers to identity brokers who profit from the sale of personal information to gangs and drug rings looking for easy access to cash." Even Holder isn't immune. Two men pleaded guilty in Georgia last year to trying to get a tax refund by using his name, Social Security number and date of birth on tax forms. The IRS says it opened nearly 1,500 criminal investigations related to identity theft in fiscal year 2013, a 66 percent increase over the previous year, and has strengthened filters that help detect where the scams are coming from. It says it stops far more fraudulent refunds than it pays out and is making a dent in the problem. Still, the schemes have grown more sophisticated, attracting criminals with violent backgrounds who see an easy and safe vehicle for theft, according to law enforcement officials who fear that not enough controls are in place. "I've been on calls with Alabama, Chicago, some other field divisions, where they're now experiencing people who were from Florida and now moving to other states to conduct this same type of fraud," said FBI Supervisory Special Agent Jay Bernardo, who works fraud cases in south Florida. "Based on the parameters that are in place now," he added, "it's very difficult to stop." What can taxpayers do? The most important step: Protect their Social Security numbers. Thieves steal Social Security numbers in any number of ways, including from publicly available sources or workplaces. Victims include school children, prisoners, Medicaid beneficiaries and the deceased. Criminals use the information to file false returns and then pocket the refund checks, often before the legitimate taxpayers have had a chance to submit their own returns. It's a crime made easier by electronic tax filing, which lets crooks mass-produce fraudulent returns. "Part of what's happening is people are reverse engineering," IRS Commissioner John Koskinen told a House committee this week. "You know, you file a thousand fraudulent returns and then you see which ones go through. ... They can adjust faster than we can adjust." In the latest sweep in south Florida, a hub for refund fraud, federal prosecutors last week announced charges against 25 people for using thousands of stolen identities to claim $36 million in fraudulent tax refunds. In one case, a middle school food services worker is accused of stealing students' personal information from an electronic database. In another, a jail guard is alleged to have stolen the identities of inmates and used the data to file false refunds. A mail carrier is accused of stealing tax documents out of people's mailboxes. In Washington, a barber shop owner pleaded guilty last year to running a $20 million fraud scheme that sought tax returns on behalf of nursing home residents, prisoners and the dead. Some people sold their own personal information, while others turned it over after being led to believe they were entitled to "Obama Stimulus Money" or an income tax refund. A Cincinnati woman pleaded guilty in January to submitting false tax returns on behalf of legitimate, unwitting businesses, using her laptop computer in a public library. A November Treasury Department inspector general report said fraudulent payouts over the previous year also went to addresses in Bulgaria, Lithuania and Ireland. In the U.S., more fraudulent refunds went to Miami than any other city. Assistant Attorney General Kathyrn Keneally, who heads the Justice Department's Tax Division, said refund fraud remains a serious concern but that authorities are "turning a corner" in their understanding of the crime and their ability to track down and prosecute fraudsters. "We're getting more and more sophisticated about how to catch it, how to stop it and how to prosecute it as we go on," she said. In Miami, law enforcement officials say they've been encouraging people and companies to better protect their information and have been targeting those who buy and sell personal data before any false return can even be filed. "That's the only thing we can do on our side, is just tell them be more cautious with your information," said FBI Assistant Special Agent in Charge Bill Maddalena.

Google is trading for a lofty 33 times its earnings over the past twelve months. That's high relative to the 17 P-E of the market and 16 P-E of the technology sector, Reuters says, indicating the stock isn't a buy.
But while the valuation on a discounted cash flow basis isn't cheap, it's not overly expensive either, says NewConstructs.
Google sports a strong return on invested capital, a measure of how effective a company is at driving profit from the money invested in it. But its free cash flow yield and price to its book value, or rough measure of its net worth, are not all that compelling, NewConstructs says.
The question is whether Google can continue to grow as online search matures and consumers start asking more questions about how their personal data are being sold.

As can be expected of a busy IPO year, some of 2014's new stock market titles have been runaway hits soaring above their issue price, while others have belly-flopped. Since we're heading into the most optimistic time of the year, we'll shine a light on the three best performers. In order of stock price appreciation, they are: GoPro (GPRO) 2014's current IPO front-runner is this company, maker of the popular action photography camera -- the one that's usually responsible for those hairy point-of-view videos posted on Facebook (FB) and other online sharing sites. GoPro's stock hit the market at the end of June priced at $24, and as if this writing it now stands at $70.72 for a muscular 195 percent total return. Although that's impressive, it should be noted that the current price is quite a bit lower than the stock's high of nearly $94, which it touched in early October. But then the camera was effectively blamed for the horrific accident that befell Formula One racing star Michael Schumacher -- although the journalist making the allegation later recanted -- and the shares cratered. It'll sell 10.3 million fresh shares on the market, adding to the nearly 126 million currently outstanding. Advisors' Opinion:Halozyme Therapeutics (NASDAQ: HALO ) isn't quite as close to commercialization. The company has a mid-stage study under way that combines its rHuPH20 hyaluronidase enzyme with a mealtime insulin analog. Halozyme's enzyme helps the insulin to be absorbed more quickly than it would normally.
Halozyme Therapeutics (NASDAQ: HALO) was also down, falling 13.11 percent to $13.91 after the company's wider than expected loss disappointed the street Friday morning.

Mesabi Trust is a royalty trust that receives and then pays out to shareholders a portion of the proceeds from iron mined by a�Cliffs Natural Resources�subsidiary. Some might avoid it because royalty trusts often have expiration dates, but it's worth noting that Mesabi's is rather�far away. But slowdown in demand�for ore is a concern, one that has been�an issue for Cliffs, too.
Questar Corporation (STR) is a natural gas holding company based in the Rockies, USA. The company operates three wholly-owned subsidiaries: Wexpro, Questar Pipeline, and Questar Gas. Wexpro is engaged in natural gas and oil E&P and in the past twelve months has produced ~58Bcf of natural gas and ~657,000BOE. Shares of ULTA Salon, Cosmetics & Fragrance (NASDAQ: ULTA) got a boost, shooting up 17.69 percent to $114.72 after the company reported upbeat second-quarter results and raised its outlook. The company also unveiled a five-year plan for impressive growth. Sportsman's Warehouse Holdings (NASDAQ: SPWH) shares were also up, gaining 15.89 percent to $7.00 after the company reported stronger-than-expected fiscal second-quarter results. Some activist groups opposing genetically modified food also say the crops create environmental problems by encouraging more use of certain agro chemicals, and consumers should have the right to know what they are buying. However, General Mills (GIS), which also makes Betty Crocker dessert mixes and Yoplait yoghurt, said in a company blog post Thursday that its decision on ingredients wasn't driven by safety concerns or pressure from critics. "It's not about safety. Biotech seeds, also known as genetically modified seeds, have been approved by global food safety agencies and widely used by farmers in global food crops for almost 20 years," the General Mills blog said. The Minneapolis-based company said it has begun using non-genetically modified cornstarch and non-genetically modified sugar in Cheerios, adding that oats, the primary ingredient, is a crop that is not grown from genetically modified seeds. Cetera Financial Group announced Thursday that it has appointed former TD Ameritrade chief information officer Mukesh Mehta as its new CIO.
He will join Cetera’s executive team and oversee all aspects of information technology for the network of four broker-dealers, which was just acquired in a $1.15 billion cash deal by Nicholas Schorsch’s broker-dealer holding company, RCS Capital Corp.
The new CIO’s experience includes the development and delivery of trading and order management platforms, market data, and middle and back office operations. From a technical perspective, FXEN bounced notably higher here right above some near-term support at $3.31 and back above its 50-day moving average of $3.66 with decent upside volume. This move is quickly pushing shares of FXEN within range of triggering a near-term breakout trade. That trade will hit if FXEN manages to take out some near-term overhead resistance levels at its 200-day moving average of $3.89 to more resistance at $3.98.
Traders should now look for long-biased trades in FXEN as long as it's trending above support at $3.31 and then once it sustains a move or close above those breakout levels with volume that hits near or above 672,515 shares. If that breakout triggers soon, then FXEN will set up to re-test or possibly take out its next major overhead resistance levels at $4.50 to $4.76. Any high-volume move above those levels will then put its recent high at $5 into range for shares of FXEN.
I hate to be the one to say I told you so, but, I told you so. Within the past week I suggested both FX Energy, Inc. (NASDAQ:FXEN) and MeetMe Inc. (NYSEMKT:MEET) were on the verge of breakouts, and sure enough, both are making good on that promise today; FXEN is up 5%, and MEET shares are higher by nearly 13%. Granted, the market's bullish tide is helping... a little. But, with both of these stocks outpacing the market's gain today, odds are that we would have seen these breakout moves anyway.

"We're in the same shoes as the consumer, the cost of fu! el is less for us," says Kevin Beyer, who owns Performance Fuels, a filling station and convenience store in Smithtown, New York. That means profits for Beyer and the nation's 127,000 filling stations are rising. Before they sell gas to you, station owners buy gas on the wholesale market. When the wholesale price of gasoline falls quickly the difference between the cost of wholesale gasoline (including taxes) and the price at the pump gets wider, boosting profits for stations. The steeper the drop, the better. "It's completely antithetical to what people believe," says Tom Kloza, chief oil analyst at the Oil Price Information Service. That difference has stretched to 21.7 cents a gallon this year, the highest ever, according to an OPIS analysis of 16,000 U.S. stations. That compares to an average of 17.1 cents over the last five years. On a percentage basis, station profitability is at its highest since 2005. And profits on diesel sales are even higher. "They are off the charts," Kloza says. Yes, that means you could be paying even less for gasoline than you are. But before you cry foul, you should know that after all the ups and downs in a year, gas stations do not make much money from selling gasoline. After credit card fees and other operating costs, net profit for gasoline sales averages 3 cents a gallon, according the National Association of Convenience Stores. Scraping By When gas prices soar, and drivers think they're being gouged, stations are barely scraping by or even losing money. When the wholesale price is soaring, like it did in 2008, 2011 and 2012, station owners can't increase the price at the pump as fast as their costs are going up or they risk losing customers to competitors. When the wholesale price is going down, like now, there isn't the same pressure to lower the price. Drivers are so happy to seLast week the U.S. Environmental Protection Agency (EPA) removed its restrictions on BP PLC (NYSE: BP), allowing the company once again t! o conduct! business with the federal government and giving the company the right once more to bid on leases in the Gulf of Mexico. At Wednesday’s lease sale of nearly 40 million acres, BP got back in the game in a big way.
The investment bank also started coverage of BP PLC (BP) with a overweight rating. Its close to the end of the rehabilitation period for BP following the Deepwater Horizon disaster, HSBC said in the note. Meeting long-term targets are now key to BPs share gains, the bank said.

Advisors' Opinion:As a dividend investor, I would expect that names in my portfolio in 2042 would likely be different than the names present in 2012. After all, since 2008 I have experienced several cuts in my income portfolio. I had one cut in 2008 (ACAS), two cuts in 2009 (GE, STT), one cut in 2010 (BP) and no cuts in 2011 and 2012. With three months to go in 2013, I have not experienced any dividend cuts either. By maintaining a relatively diversified portfolio consisting of over 40 individual issues, my total dividend income is somewhat immune by dividend cuts or eliminations. If two companies in an equally weighted portfolio of 40 issues completely eliminate dividends but the remaining 38 issues raise distributions by 5%, my dividend income would be unchanged for the year. Assuming that I manage to replace the fallen dividends stocks I sold with fresh income stocks, I might even be able to eke out a gain in total dividend income. Monitoring 40 ��50 positions should not take a lot of time as well. Assuming that investors have done their homework in the initial stage, future time could be allocated reading annual reports and maybe quarterly reports while also performing an annual checkup of their position. I would not expect this to take more than 10 -15 hours/week.

Finally, Synergy Pharmaceuticals (NASDAQ: SGYP ) may have had the wildest week of them all. Synergy's share price spiked 16% on Tuesday as an analyst at Cantor Fitzgerald raised her peak sales estimate for plecanatide, the company's midstage drug for chronic idiopathic constipation and irritable bowel syndrome with constipation, to $1.58 billion from $1.05 billion, as clinical data has been stronger than expected. However, the company didn't return the favor to shareholders by -- the very next day, mind you ��announcing a secondary offering of 16.375 million shares. The downside of clinical-stage companies is the always apparent risk of dilution. Shares have lost 25% since their Tuesday close.
NewLead Holdings Ltd. operates as an international shipping company that owns and operates product tankers and dry bulk carriers. It operates in two segments, Wet Operations and Dry Operations. The Wet Operations segment transports various refined petroleum products simultaneously in segregated coated cargo tanks that include gasoline, jet fuel, kerosene, naphtha, and gas oil. While each stock has its own merits, the crux of the bullishness was ultimately rooted in the brewing rebound of the Baltic Dry Index... a reflection of the prices companies pay shippers like FreeSeas and DryShips to haul goods over the ocean.
The last few weeks have been, shall we say "interesting" for maritime shipping stocks like FreeSeas Inc. (NASDAQ:FREE), DryShips Inc. (NASDAQ:DRYS), and NewLead Holdings Ltd (NASDAQ:NEWL). The strong rise in the Baltic Dry Index - the average daily charter rate of a dry goods vessel - since mid-August (and really since early June) has meant maritime shippers can charge more for their services, and who knows? Maybe they can even turn a profit sometime in the foreseeable future. As a result of that possibility, DRYS gained nearly 100% in a little over a month., NEWL was up as much as 70% at one point in late September, and FREE advanced nearly 300% on the heels of the Baltic Dry Index's runup from 1000 to more than 2000 in just a little over a month.
